Guidelines to deter piracy are updated again.
Sadly the problem of piracy, especially off the coast of East Africa and in the Indian Ocean, looks set to be with us for the foreseeable future. It is, therefore, timely that version 4 of the Best Management Practices for Protection against Somalia Based Piracy (BMP4) was issued in mid-August. As with previous versions,1 version 4 is endorsed by virtually all industry organisations and by the UKMTO and EU NAVFOR.
BMP4 uses hard-won experience and knowledge gained since version 3 to update the practical knowledge and guidance it gives to owners and operators. It outlines three fundamental requirements of BMPs, none of which will come as a surprise to owners who have previously followed them. These requirements are:
1. Registration with MSCHOA
2. Reporting to UKMTO
3. Implementing the Ship Protection Measures contained in the BMPs.
All clients and members are strongly recommended to comply fully with the recommendations contained therein. An electronic copy of BMP4 is available at www.shipping.nato.int/SiteCollectionDocuments/BMP4_web.pdf.
